Musharraf had denied that the Pakistan soldiers were present on the Kargil hills.


Therefore it was a bitter reality that bodies of some martyred soldiers could not be brought back.


This fact had been endorsed by the Generals who were associates of General Musharraf in the Kargil war. Cops Commander Rawalpindi Gen.


Jamshed Gulzar Kiyani told Dr. Shahid Masood in a Geo News programe. "The bodies of certain Jawans martyred in Kargil have not been got back as yet" Lt-Gen.Shahid Aziz who headed ISI Analysis Wing writes in his book in his book,

'ye khamoshi kahan tak'... that Gen. Musharraf neither took back bodies of the martyred soldiers nor disclosed their exact number. Not only serving but the retired servicemen were also hyper critical to the 4 Generals over the Kargil war. Gen. (retd) Ali Kuli Khan,


who had served as Chief of the General Staff, was among the critics of the Kargil war. Gen. Ali had openly opposed the Kargil operation when it was on and also in an interview after it was over. He described the Kargil operation as a historic military blunder.


He termed it an unprofessional move of the generals. The generals were facing pressure internally but the civil side was being hard pressed from all sides. Religio-political parties, the Opposition,


Kashmiri Jehadi outfits, army and even media were against Nawaz Sharif. A prime minister who had just 2 years ago got a historic mandate was standing alone at this point of history.


The isolation of the PM and his weakening ties with the army sounded advent of another martial law in Pakistan. But the situation for not ripe for it.

But some external happenings played a vital role in creating situation that paved its way.


One of them took place in Washington, DC. Some US newspapers published the advertisements that carried disgraceful remarks against the Pak Army.


Apparently India was behind these advertisements that exaggerated the alleged threats from Pakistan to India. Gen. Musharraf strictly wanted contradiction of this advertisement.


He wanted the government to sue the US newspapers to claim damages for it. And a befitting response should be given to the malicious campaign against the Pak Army.

The Army Chief in this regard also sent a message to the Prime Minister but he did not reply to it. This further annoyed the top military brass and the Opposition.


In this situation, Washington was the last hope of Nawaz Sharif to get help. Why? It was the July 4, 1999 meeting, about which we have already told you in the last episode of this series. Besides agreeing on the unconditional return from Kargil,


President Clinton in that meeting had also...


committed to take personal interest in resolving the Kashimir dispute. Nawaz Sharif believed that President Clinton's help in Kashmir dispute would lift his position in the public eye. But President Clinton had some other reason for extending help in Kashmir dispute. And the reason was the US efforts to arrest Osama-bin Laden. 




Then Taliban were protecting Osama in Afghanistan and the US wanted Pakistan's help to arrest him. Why the US was so interested in capturing Osama, has already been shown to you in 39th episode of this series.


Bill Clinton was so passionate to apprehend Osama that he committed help in resolving Kashmir isssue. It security institutions responsible to capture Osama-bin Laden. But then Pakistan Army was not much interested in arresting Osama.


Because, the GHQ believed that searching for Osama in Afghanistan was like searching for a needle in the chaff. Anyway PM Nawaz Sharif had a substitute plan.

The plan had Saudi Defence Minister Prince Sultan and the DG ISI Lt-Gen. Ziauddin Butt as main characters. The first attempt was made through the Saudi Defence Minister.


Nawaz Sharif made Prince Sultan and Taliban Foreign Minister Mullah Muttawakil meet in Islamabad.


An interpreter was also present in that meeting besides these three persons. Prince Sultan reminded the Taliban Minister of Saudi help to them and acceptance to their government. He grieved that the Taliban ignored all Saudi benevolence and became thankless.


"Your are ungrateful" Muttawakil extremely minded the words of Saudi Minister and refused to hand over Osama at any cost.


This blunt reply made Saudi Defence Minister much worried. Here the seed of distrust between Taliban and Pakistani government and the Saudi Kingdom was sown. PM Nawaz Sharif made the second attempt after this failed meeting. He sent DG ISI Lt-Gen.


Ziduddin Butt to Taliban Ameer Mullah Omar in Afghanistan. Maj-Gen. Jamshed Gulzar Kiyani also accompanied the DG ISI to Afghanistan visit.


The DG ISI met Mullah Omar at a small mosque of Kandahar in the start of October 1999. He condoled the sudden death of Mullah Omar's wife and the child. After that he informed Mullah Omar the purpose of his visit.


When Mullah Omar learned that Pakistan wanted handover of Osama he replied Osama-bin Laden... had stuck up like a bone in the throat which he could neither swallow nor drink. Mullah Omar said


"I am an Afghan and I have given Osama commitment to protect him.


Therefore I am obliged to honour my commitment.


Or it is otherwise if anyone of us passes away"


He refused to handover Osama-bin Laden but that Osama would himself leave them. According to an Intelligence Officer when Mullah Omar assessed Pakistan was facing international pressure... due to Taliban,


he asked asked Pakistan to give up supporting them. Showing his trust in Allah, Mullah Omar vowed to protect Osama at all costs instead of being called a 'traitor.'


Nawaz Sharif had now ruled out access to Osama bin Laden through talks with Taliban. Four major terrorist incidents took place in different cities of Pakistan in the beginning of October 1999. As many as 19 were died in that incidents.


On the basis proofs, CM Shehbaz Sharif pointed finger at the Taliban trained terrorists for these incidents. Shehbaz demanded Afghanistan to hand them over these terrorists.


And this demand died down any little bit of hope to get help from Taliban on Osama's custody.


In this background, America with the help of Pakistan devised a secret plan to capture Osama. Under the plan, the US was to train Pakistani commandos to apprehend Osama-bin Laden.


Although Pakistani military leadership did not fully put its heart to this plan yet it made some headway. DG ISI Lt-Gen. Ziauddin Butt took much interest in moving this plan forward. Here we must know who was Gen. Ziauddin Butt?


Gen. Butt was a highly confidant of PM Nawaz Sharif who had appointed him DG ISI in 1988. Nawaz Sharif trusted Gen.


Ziauddin Butt and he equally distrusted Army Chief Gen. Pervez Musharraf. Prime Minister was constitutionally empowered to appoint the DG, ISI.


Constitution also required the DG to report the PM and Gen. Butt too was following the same. On this count, Gen. Musharraf was not pleased with Gen. Butt. Gen.

Butt was not even called to any gathering which showed the distance between him and the Army Chief.


The senior officers of the ISI were under Gen. Butt but they attached loyalty with Gen. Musharraf. Although the PM appoints the DG ISI yet the Army Chief appoints other officers in this institution. Gen. Butt had named Maj-Gen.


Ghulam Ahmad for passing moment to moment reports to Gen. Musharraf . "Your subordinate Maj-Gen Ghulam Ahmad had been secretly reporting to Musharraf?"
